EAST HARTFORD - Soon after an out-of-state construction manager was chosen for the building of a Cabela's outdoors retail store, a local lobbying group for contractors cried foul.  "The project, whether it's Cabela's or UConn or any project in Connecticut, our message ... is we are trying to protect Connecticut contractors, Connecticut workers, and Connecticut taxpayers," said Charlie LeConche, of Connecticut First Coalition.
LeConche stated in a press release Tuesday that his group is working to ensure the use of local contractors for the Cabela's project, which will bring a $45 million, 200,000-square-foot retail store to Rentschler Field by the fall of 2007.
The Norwood Company, of Allentown, Pa., was selected by Cabela's to become the construction manager.
But, Daniel Matos of the Matos Group, which is Rentschler Field's developer, said most of the construction will be given to local contractors and Norwood will not be doing any of the building. "There's a clear commitment with Cabela's on this point, Charlie knows that," Matos said, referring to LeConche.
LeConche, in his statement, said previous state projects hired with out-of-state contractors brought "questionable workers" and "poor constructed facilities." He stated that Cabela's needed to consider local resources first, before paying for out-of-state workers.
About LeConche's press release, Matos said, "I think the statement is wrong, factually. I think it's a way for Charlie to garner some headlines, and I think it's an inappropriate criticism of what will be a good corporate citizen."
He said Cabela's picked Norwood because the company was used on several past projects and knew the process well enough to fast-track the construction.
"It's a little early to be throwing darts at people," Matos said, adding the contracting process hasn't even started yet.
Matos said, "This is not unusual, this is not controversial" the hiring of Norwood.
Still, LeConche said he wants to see any commitments in ink, and everything before that is simply "lip service."
"I need those jobs, my contractors need those jobs," and Connecticut workers, too, need the jobs, LeConche said.
He said with all the state and local tax breaks for the project, Cabela's should be reinvesting the money into Connecticut, not out-of-state workers.
The company will receive about $7 million in tax breaks from East Hartford, and millions more from the state.
"We want to be partners, be part of the process, be at the table," he added.
Mayor Melody A. Currey said she's spoken with LeConche and explained to him the process.
She said LeConche's comments were "premature," reiterating that Cabela's assured the town that local contractors will be used.
Matos said his company has a strong working relationship with laborers and is pro-union, "and we don't want Charlie to spoil that."
Connecticut First Coalition represents the Minority Construction Council, the statewide Associated General Contractors, and several state building trade groups.
"This effort is ongoing, it's not just about Cabela's," LeConche said.

Connecticut Laborers’ Business Manager Charles LeConche Appointed International Representative For The Laborers’ New England Region

(Hartford, CT) – The Connecticut Laborers’ District Council announced today that Charles LeConche, business manager and secretary treasurer for the council, has also been appointed international representative for the Laborers’ New England Region.

In addition to his present duties for the council, LeConche will now be responsible for resolving labor disputes throughout the New England region, participate in all preliminary discussions before development and construction of projects begin, review international agreements and coordinate Laborers’ Employers Cooperation Education Trust Program activities.
